Arctic Couple Maker! I fell in love with this game back when it was only partially playable on her deviantArt, and I'm so happy to see it get completed. There is an excellent explanation of the magical fantasy world where this dress up takes place at the beginning of the game. I highly recommend giving it a read to get the background information about the fashion featured therein. Of note is that even though the game has an arctic setting, the fashion pulls inspiration from all around the world.
